It's an NPC and gameplay tweak that is supposed to be SR2 but with an SR1-style grounding, affecting the look(and in some Cases: behavior) of the gangs, ultor and police.
Not fully grounded per-say, just hit the sweet spot closer between SR1 and SR2, seeing as you can ring up a zombie and chicken in the first game, i say keeping some elements of wackiness checks out.
With that said, it's strongly recommended to be used with Janson's 'Juiced Patch' and FusionH2o's 'Saints Row 1 Texture Pack for Saints Row 2'.
This Mod plays on the old fan theory of SR2-onwards taking place in a dream while the playa was still in their Coma, which is why the franchise became more zany and wacky as it went on.
Imagine the Playa "Reawakened" from their coma for real and plays through SR2 with consistency to SR1 aesthetics and nothing in the story that sets up for SR3. (so it pretends console-exclusive DLC's aren't canon)
You could say it end's Playa's story as a kingpin of their own criminal empire forever, or perhaps it's the SR undercover timeline where Ultor Dismantles and the Saint's fracture into a civil war. Take your pick.
