Works for me, the most I can say is make sure you're running the most up to date version of the game on steam.

I tried to download the file but it kept giving me an error
gives me a network error as soon as i install it
Where are Bukkake Ninja's well.... ninjas? I went to the Price mansion (I assume that's what it means by abandoned mansion) but I could not find any ninjas, I tried killing a load of the civilians near the drained pool thinking they could've been ninjas in disguise or something, I tried climbing up to the roof, I tried waiting til night, I tried killing the guys at the door, I tried killing some nearby Saints since you can dress them as ninjas in the vanilla game, everything and he still won't spawn and I can't see any NPCs who actually look like ninjas.

Just checked, it works for me just fine, if it doesn't work for someone then there's not much I can do with a mod this large, the most one can do is make sure its being run on legit steam copy of the game since its what it was made on. If file too big to download then its just forum or your internet problem.
Tried reuploading the file but it just broke, so I put link to alternative download site at the bottom of main post
I think they meant the ninja spawn doesn't work.
