Visual Rework for Law Enforcement NPCs

About the mod:

This mods aims to make the different law enforcement agencies in the game more logical and cohesive, by making many small visual changes to the police, Ultor and security NPCs.

I know many mods like this one have been have released already, some pretty recently. However I was never able to find one that suited my tastes. So, like all of my other mods, I made this one for me, first and foremost.

List of all the changes:

The main aspect of this mod is the rebalanced gender ratio among the Stilwater Police Department. In the vanilla game whenever a regular cop, bike cop, boat cop or prison guard spawns, they have a 50% chance of spawning as a woman. With this mod, the regular, bike and boat cops now have an 85% chance of being male and a 15% chance of being female. The population of the SPD is now much closer to that of a real police department for a large US city in 2008. Data taken from this study.
The prison guards are not affected and still have a 50-50 chance of being male or female. The Stilwater Penitentiary is supposed to be a mixed gender prison (even if there aren't any in the US in real life) to account for the player's choices. So I wanted to keep an equal amount of male and female wardens to best represent that.

The rest are the visual changes to the NPCs:
-The security guards, Ultor goons and prison guards now have a radio on their left shoulder, just like the regular police officers.
-The prison guards now have a silver badge instead of a golden one. I wanted to differentiate them more from the police.
-The SWAT officers have had the usual makeover, they now have helmets, balaclavas and protective goggles. Their protective equipment is usually mostly black with of a bit of charcoal sprinkled here and there, while retaining the police blues underneath.
-The Masako soldier have the same color scheme as the SWAT for their protective equipment. However their clothes have been completely redesigned. The Masakos are now wearing slate grey fatigues with small touches of Ultor orange. I chose this for two reasons, first, to make them look more like the Ultor goons, and second, because wearing bright orange in an urban environment makes you stand out like a sore thumb (this is why most police uniforms in real life are black or dark blue (or brown and beige in rural areas)). This color scheme was actually inspired by the Masakos from Reawakened, so credit to SpyFreakAR15.
-The FBI agents now have a dark blue bulletproof vest and cap, the blue (abyssal blue) used on these peices is distinc from the dark police blue to help make the FBI stand out. Underneath that, they can have either a white long sleeved shirt with a black tie or a grey short sleeved shirt. And their pants can be either brown or beige. I really wanted them to have the look of paper-pushers who recently put on some protective gear to respond to a call. Inspiration for the colors came from GTA SA, GTA V/O and WD2.

Known issues:

Barney, Fred and Taylor will not be wearing the silver badge and radio just like all of the other prison guards. I wasn't able to add these items to them.

Compatibility:

Female Prison Overhaul should be fully compatible with this mod. Giving you an all female prison with my changes to the guard uniforms and the 85-15 gender ratio for the SPD.
Helmets and Balaclava Masks for SWAT is partially compatible. You can install this mod over mine if you prefer ImpulseOfSword2007's rendition of the SWAT and Masakos, but also want my other changes.
Saints Row 2 Reawakened is partially compatible. You can install my mod over Reawakened if you want to have my changes to the law enforcement designs while having all of the other changes from Reawakened.
Saints Row 1 style Law Enforcement is not compatible, not out of the box at least. Making a compatibility patch is possible, but I won't make one unless there is demand for it. Always Bustable is very much compatible however.

Installation:

Gentlemen of the Row: (here)

Open the Visual_Rework_for_Law_Enforcement_NPCs folder and drop all the files inside (except the ReadMe), in the 1-MODDERS_-_PUT_YOUR_OWN_PERSONAL_MODS_HERE folder and then rebuild your Gentlemen of the Row custom patch and drop the newly created files in your Saints Row 2 root folder.

Saints Row 2 MOD Manager: (here)

Take the Visual_Rework_for_Law_Enforcement_NPCs folder, remove the ReadMe from it, then put it in the mods folder. Then use SR2ModManager.exe to generate a new patch.vpp_pc file. Finally, drop the newly created patch.vpp_pc in in your Saints Row 2 root folder.

Recommended mods:

Vanilla Emergency Vehicle Decals Restored for GotR (Custom Pack) will complement these slick new NPC designs with some slick new (old) vehicle designs.
Cutscene Patch will (among many other things) fix the colors of Taylor's outfit, making him more similar to the other prison guards.

Tools used:

-Minimaul's Saints Row 2, Saints Row: The Third, Saints Row IV and Gat Out Of Hell tools
-Notepad++
-WinMerge
-NPC Table Cruncher
-NPC Cruncher Stuff
