I wonder if this is another case of "haha pc port" or if Voliton genuinely goofed up in the xbox version aswell lolI think it's funny that the framerate in the first cutscene is so bad because Volition decided it was a great idea to load every single object and character (featured in the cutscene) instead of culling them out as they do in other cutscenes.

The screenshots featured above shows one of the guards in the first cutscene and the window behind them.

As you can see when looking through the featured window we can see that all of the prisoners are loaded.

If we take the camera further we can see that the Boss and the nurse are already loaded in despite being in the first moments of the cutscene.

Culling can only happen per-Shot. Anything that will be in line of sight of the Camera for that Shot will be rendered (even if you can't see it due to something being in the way). Usually the culled assets will change with each Shot throughout a Cutscene. But consider that this Cutscene is just one long continuous Shot that spins the Camera a full 360 degrees anti-clockwise between beginning and end.
