Troy uses the same animation set as Cops (CML1.xtbl). Interestingly, Cops do not have a Sprint animation (I never realised until now).
I've attached a version of Homie Troy's preset file which will make him use regular animations, so he can Sprint and keep up the pace with you.
As for preventing Human Shields being applied to a character, I don't think there's a way to do it in open world gameplay. But I know there's a flag in .cts files (used for missions, etc.) which will stop Human Shields being applied to a mission specific character. That doesn't help us with this though, unfortunately. Just thought it should be mentione

Thanks for your help, Troy can finally keep up with me. As for the fact that the character will not be grabbed by the enemy as a shield, the third generation can do it. The third generation can modify the character file to make the character unable to be grabbed or resist grabbing. The second generation really doesn't know.
