Regarding Modding The InMemory Sound Files

I had a thought earlier and I would appreciate some input.

Is it possible that the InMemory Sound xwb file, since it is loaded when the game loads, is reading from a sort of table of contents, and that the reason that it won't mod properly is because the toc is hard coded and can't change on the fly, to accomodate the changes in the xwb itself?

I'm thinking that if that is the case then maybe combing through the lua files or grepping the exe for strings might provide some sort of answer or possibly a way around the situation.
