I had an issue when I tired to make her spawn with a character.xtbl from a mod or I dunno since I only tried after I had mods O.o Can you just show the line for that NPC?

hum I had that bug when I changed Kinzie with herself in the prez costume I also had a Saint spawning I'mma give a look what I changed in the line if it can help you

yeah hit me up the files with your homie.xtbl and character one because mines are modded :)

Look into the character.xtbl, at the end you'll see a flag with "Saints:customize" (or something almost the same) just delete it and it should be fine, I had the same issue to find some spawnable charachters. If it doesn't work I can try to help you if you wish, I'll just need your homie.xtbl...

I've got a question, how do you add so much ennemies? I tried to add luchadores and they don't show up whereas the deckers I added work good :/ EDIT: also you forgot to put the team stag couting for the kills in the lua

She has an entrie in the Charachter.xbl, and has a flag 'maybe' DLC, so technically she is. Wait for all the DLC's to be released and we might have her again, untill then nobody can add her as homie since it could be giving the content of a DLC for free aka piracy
