Usually the infinite loading screen comes from having .str2_pc or .asm_pc files from skin mods (nude mods) still in your root directory after placing the files from All New Character Customization in the "cache" folder.
Are you using TTDIS Naughty Edition? Or any other nude mod?

Yeah, this definitely ain't going to save this game, but it is a step in the right direction.
Maybe by "improvements and more" they meant adding idle stances, environment interactions, blue collar jobs and more enterable buildings.

I remember being so confused at one point when playing SR2 on my old 360. Because I couldn't find the "Hoe" hood ornament for the Baron, even tho I was sure I had already used it in the past. I probably got confused with SR1. Anyway, thanks for putting this whole thing to rest for me.
