There is only one mod I used on my first play through of SRTT. One that changes the view from an "Over the shoulder" third person to a "True (centered)" third person.

Short answer, eventually. The first thing they said that the SDK will do is allow you to modify/make weapons. I believe making new clothing options was third on the list (i.e. the third major release of the SDK).

By default no one does. It is packed away in an archive. You have to use Gibbed Tools (available in the 'Tool Releases' sub-forum ) to extract the file and place it in your SRTT folder. The process is explained here...
