Okay maybe someone finds it useful but you can set two-sided shader. As you see ir_at_bbsimple3 is two-sided but it uses only one texture but you can use it's setting <Mat_Cull_Mode>1</Mat_Cull_Mode> in sr_shaders.xml somewhere else, 100% works with ir_bbsimple and maybe with others too.
As I understood this are static meshes from the levels package, but why we have converter for rigged body with blendshapes but this impossible for static mesh.
Sorry, I can't help you if you don't know the first step in modding: unpack archives, find a xtbl table and edit it with notepad or any xml editor. Download mod that similar to what you want to do and compare it with default files, so you'll figure out how it works.

Who said it's complicated? It's tedious and you can't easily find where is there a problem when your item isn't loading It's can be a typo in asm file, maybe some wrong compression in str2_pc files, or maybe model isn't compatible with SRTT or customization_items.xtbl also has a typo.

You should ask MLVNRT, yeah it's possible but I am not sure on which level, is it replacing or creating new item. I personally had many problem with old packaging tools for sr3, my models did not load.
It's zone file editing, you can replace character and items position in specific zone but you can't add new items or characters. To edit your gang you need to edit characters.Xtbl, find character in your team and replace its 3d model package name to the Zin package or so
