I installed mods into Saints Row 4 with Winrar and even did program files,steam,steamapps,and Sr4. But when I play the game, its like I never even installed anything? Can someone please help

I've read old posrs about ripping your customized character from Saintsrow, and that it is difficult or imposible because of a cmesh file. I was wondering with anyone new if a tool or something new has came out to make this possible. Thank you
