I guess this is possible with some limitation because the NPC model roughly is the same as the cloth item, there were mods as Skinball Outfits But to do it for remaster you need at least tool to create str2 archives.

That script has few functions, my only one, the game can reject script when it has removed\wrong function.
We should wait on updated pack tools to figure out how the game is working now, anyway it's not user friendly solution to corrupt the archive for prioritizing loading

It looks like barebones outsourcing assets without art directions. Nobody really checks how it will work together in-game. Someone add hard shadows for indoor lights somebody else added too much normal maps bumps. Sadly they didn't unify skin tone for the body and head it always was a problem...
I am not an expert but there is some code to apply function for both players. Unfortunately, there is not an advance method to detect or disable the host's mods.
I'd said it's too much for this game. You get 5-6 hours of decent gameplay on a new map and 4-5 hours of routine missions which you should do to get ending. No visual customization for the character. 10$ is a fair price.
