No. There is an element for the blast power called mind control. It's the only crowd control power effect that doesn't work on other players. The others do, though. Here's a pic of me, frozen solid by a Co-op buddy:

1003: Turn friendly fire on and have a super powered duel with your friend. All crowd control effects except for mind control work on other players, including shrink stomp. Have fun!:D
