power tools

Hey everyone. I decided to reinstall Saints Row 2 after a while of not playing it, and ran into some issues regarding Powertools and the Stopwatch test. Mainly, that it's too slow, no matter what do i put speed to, 90% or 85% or even 99%, it's the same speed ingame, which makes it impossible...

i'm running windows 10, and i have a shitty toshiba satelite. its got 8gigs ram and yada the speed glitch is affecting my saints row 2, i used power tools to try and help how ever after installing power tools' and it telling me i am good to go, i would no less turn on saints row 2 and instead...

I need power tools for a mod I'm currently working on, only thing is when i try to install powertools i get this message: "an error occured during installation, did you run this script elevated?" what does this mean? I use windows 7.
