A Shiny Effect On Female Skins

I know there is a mod that changes some of the clothing to be shiny, so I was thinking this would be possible could anyone make a mod like this?

It's already in the game, there's a bunch of specular variants of different skin colors. The last variant is like oiled skin.

Thanks fury_161 hadn't visited the surgeon before and didn't notice the scroll bar when I made my char at the start so just thought I already had everything how I wanted. after trying it out tho it sorta looks more realistic without the shine though might just switch to that sometimes.
