Is it possible? This was something I missed from SR1&2.
Add in turf wars like from Saints Row 1 & 2?

I haven't played SR2 yet, but I bought it in the Deep Silver Publisher Weekend the other day so I'm looking forward to it at some point. That said, if by 'turf wars' you mean random encounters for gangs in a specific area, there is a mod on the mod releases forum for SRTT called Random Encounters. I know it works because I've used it. What it does is randomly spawn a gang to attack you if you're just walking around and not doing anything like a mission or such for a given period of time (random spawn time).
if that's what you mean by turf war, then check it out. I've personally disabled it now because it was getting in the way of me getting from place to place to do other things, and once you've played through BOTH endings of the game you get the phone encounters come back randomly anyway which is pretty cool. I didn't need both.
