Adding clothes

You're not going to be able to do much of anything without mesh tools. The only thing you could do is possibly edit textures on existing clothing. Also, nobody has added additional clothing in afaik. Also, it's a bad idea to create new entries for clothing and/or weapons. Doing so has the potential to corrupt saves and cause issues with people you coop with.
