Hello :)

Was wondering is there a gun or some tool out there to make a character do a certain animation?

Like you shoot them and they start clapping,
Or you shoot them and they start cowering

For example was wanting to make a bank robbery video, and have everyone tied on the ground like the animation in the game. Not sure if there is a gun that you can shoot at a character and it forces them to go into that animation.

Or would it not be possible due to limitations?
 
Not possible. There are only a few select flags you can tie to weapons, and specific animations are not one of them.
