A lot of companies like Ubisoft are putting their older titles like the original Assassin's Creed up on http://gog.com drm-free. I would love to see this happen with Saints Row 2 so we could officially fix and distribute (said fixed) exe.

Why would DRM get in the way of that? Is it encrypted? If so, it's probably possible to decrypt it. Someone named MainMemory did it with Sonic Adventure 2, and it still requires Steam, so it wouldn't violate any rules (afaik) to post it here.
(Also, did you edit your OP to say the thing about fixing the EXE? Because I didn't notice it before, hence my reply.)
Well SR2 isn't as awkward as SRTT - we can happily load Powertools into SR2 and run our own code. SRTT uses Steam's CEG DRM which is much more awkward.I'll let Minimaul field those questions regarding encryption, since he's the resident expert on Steam drm. I have not made any edits at all to anything.
