are there a save editor?

Theoretically, one is in progress by Minimaul, but no, there are no editors like you're thinking of. In the Tool Releases forum you can find a few programs that alter save files, such as a garage rearranger/importer/exporter that i wrote, and a cheat-deflagger by someone else. Those are all that come to mind immediately.

Check the date on that post, it was before Corrodias finished the save editor that Minimaul started.
