Is there any way to mod the game to re-create a more... coup de tat government, guns & butter style government / military feel?

You already have tanks, choppers, jets, sattelite strikes, HQ buildings, etc.

There are SR (1,2), GTA, etc MODs that makes the mods less gang orientated, and more militant, more govt vs rebels, etc.

There are no mods like that for either SR1 or SR2 at all. Also, what the heck is "guns and butter"?

You could always...turn on the "shitstorm" cheat and change your gang style to soldiers? I don't know man.

Still doesn't answer what they're asking for. Are you wanting the gangs to be more like the police, as in use police vehicles and outfits? Or are you talking something more complex in how the game/missions play out?
