Big Hat Restrictions Removed

Simply removes the big hat flag on all items in customization_items.xtbl so that they don't disappear/squash when entering vehicles.

Also includes the awesome New Clothing for Sale mod by Norvuzirf (since they use the same files)

WARNING: Causes major clipping issues with cars that have roofs!

An alternate approach to this issue was taken by Hikari and you can find his version here that modifies the cars instead of the clothing:

Here's a patch for all masks/hats from dlc2.vpp_pc and dlc3.vpp_pc if someone wants.
BTW, if you want know, I just removed all "big hat" flags from dlc2_customization_items.xtbl and dlc3_customization_items.xtbl.
