Like the title says, I was hoping someone could potentially create a model for a Blazer with a shirt and tie under it, preferably in a similar style to Reisen's from Touhou, I've scoured the Workshop and this website for a mod which adds something like this, but to no avail.
I also happen to have the files from the model in the picture, if I had a clue on how to mod, I might attempt to do it myself, but I'm currently clueless.
