It might be the southern voice just pitched to sound like a man. They did the same thing with the male voice 2 in the last trailer.

Someone from Volition said 8 voices in an interview, so I'm not sure if they just misspoke or what.
 
The mildly obese guy with the weird mask is wearing some sort of Elvis impersonator suit. Steve Jaros put his female protagonist in it in the SDCC footage.
