Bug where game randomly crashes to 1-2 fps?

Sorry if this thread already exists, I couldn't find anything about it anywhere so I made an account to ask about it. I have the game in a somewhat playable state using GotR, compatibility mode, windowed borderless gaming, powertools, running as admin, and limiting the fps to 60 in Radeon. But the one bug I can't seem to fix is the game seemingly randomly dropping to 1-2 fps. It started at first in the first mission when I got close to the courthouse to rescue Gat, but eventually I managed to get through it and now it happens at random. I'm just hoping someone has a possible solution or has ran into this problem before and found a workaround.

From my problems is Watchin cutscenes cause this... I remember watchin cutscenes from Road rage,Orange threat for too long and it cause the ingame fps down to 1-2 fps best play ig in windowed mode.. or finish the game first in Vanilla version for the mission after you beat it you still can load it with GotR... My experience is Yeah dont watch the cutscenes for the solution... Which platform you play it Steam or GoG ?? Since some Users PC also has different issues some not some yes.


But if this keep continued welp i cant help you too SR2 PC are unstable that cause this too much because we dont get the newer patch to fix it.
 
I have the steam version, and I've tried almost everything, maybe just not in the right combinations.
Having played the X360 version several times, I was determined to get it to work with at least "vanilla" GotR.
Playing from just after the jailbreak, into the courthouse, I personally got the best results with

Fullscreen - No
V-Sync - No
. . .
--Ambient occlusion - None
Motion Blur - None (I don't think it changes anything)
Fullscreen AA - No
Antiisotropy - 4x thru 16x all equal
--Shadow maps - None, occasionally get away with simple
View Distance - Med
--Dynamic lighting - Tried no for a long time but realized that simple works and is huge QOL improvement
Motion Blur - (why are there two?) but no or yes
Depth of Field - No or Yes
The three that have -- before are the ones I'm looking to improve
I noticed its mostly AMD Graphics people that have this issue, so I turned off all the optimisations besides activesync which actually helped
I run the program with the app Borderless Gaming. It's still a stretched scale, but I've found that using OBS to capture a window and project its preview to my 4K monitor with upscaling, its better than the game's options.
