Can I force a lower resolution to play fullscreen on Windows 8?

I've been messing with SR2, 3 & 4 on my new laptop, which has a pretty good graphics card, but suffers gaming-wise because of its much higher resolution (1920X1080). If I set the games to that exact resolution, they can chug a bit. I found that with some other games I have on Steam, performance is greatly improved if I lower the in-game resolution a bit, and they thankfully automatically stretch to fill the whole screen.

Unfortunately, none of the SR games seem to have this function built-in, as even when I set the display option to fullscreen, they still show a shrunken picture with a black border around it. Is it possible to adjust something in the game or on my computer to force any of the games to stretch the picture when at lower resolutions? I'm running them on Windows 8.1 if that means anything.
 
Im not sure if this will work but hav you tried lowering your desktop res and running in borderless windowed mode?
 
Your video drivers' control panel should have options for "scaling", which is what determines how non-native resolutions are displayed. Right now it sounds like it's set to 1:1. I think you will want to stretch but maintain aspect ratio. In the old Nvidia drivers I have, that setting is called "aspect ratio", apparently.
