Can't find a good Powertools setting

I recently fully upgraded my PC and so naturally had to adjust the Powertools setting to account for the new processor (i7-5820K @3.30 GHz). It's pretty close to the 3.20 GHz of the XBox 360 that the game is tied to, so I thought I wouldn't have to adjust the slowdown much.

However, it seems like there's no possible ratio to reach the optimal stopwatch test time of 1.43 :
At 1.00 (default speed) - 1.37,8
At 0.99 - 1.57,4

Going for 0.999 etc doesn't help any, anything below 1.0 is always too slow, and obviously going for a lower ratio makes the game run even slower. Is there no way to reach optimal speed on my new rig? My old one was set to 0.75 and ran the stopwatch test perfectly. Any help would be greatly appreciated.

There are a few people who hit this and I've never managed to pin down exactly why.

First step is to check in your BIOS if HPET is enabled. If it's not enabled, turn it on and try Powertools again.

This is an irritating piece of misinformation I've been trying to stamp out! It has absolutely nothing whatsoever to do with CPU speeds. It's all about platform timers.
 
It seems HPET is already enabled on my system. And I had no idea it wasn't actually anything to do with the CPU speed (well, I'd had a tiny inkling that it might not be as simple as that, but mostly I'd been going by what the readme of the Powertools stopwatch timer said which has the incorrect info).

I guess I'll just play with the default speed and live with the slight speed-up, as the slowed down one is much further from the ideal. A shame the issue plagues some people. Is there some sort of common thread between these instances at least?

Yeah, I've been trying to correct people where possible.

Not that I've been able to find. It's all very frustrating. Unfortunately none of the PCs I own hit this so I can't test it :(
