is there a way to "shorten" the timeout for the cell phone contacts?
e.g.: VTOL is available again after 10 seconds..

A noble goal, and i wish you could, but as far as i know that's controlled in the engine and not something we can alter. The cell phone code doesn't control timeouts. It just reads the state of whether they're available directly from the engine, and calls an internal function when you choose a name on the list: cellphone_dial(homie_index, "cell_phone_dial_connection_cb", "cell_phone_call_hangup_cb")

Yeah, you can reset them by editing your save. That's going to take more than 10 seconds, sadly. Hmm, unless you make a program to do it automatically.
