I understand that they are done with releasing DLC, whats stopping them from releasing a mod kit like Bethesda does with games? Hell even if they charged a couple dollars for it I am sure a bunch would buy it.

THQ is strapped for cash, they are working on SR4 because it's a chance to get Money.
