Well.. it seems that for Xenia is not possible to use Seabound's files, it causes the game to freeze. Also, the files of Console's apparently are different:

Q: This means we cant edit cutscenes for Xenia?

A: Apparently we can, but we need to test some stuff before and try to understand how those files works. Once again i'll mention, in order to fix/add details in some cutscenes we must do it from scratch and most important, make sure it works perfectly on Console.

Q: What's the bad side about this?

A: We cant edit certain things such as Weapon Models or NPC Clothing.

As for Weapon Models, here got an example:
- As you can see, Vice 9 in GOTR uses a fixed version of the model "cut_pistol" which in Vanilla (PC and Console) is completely.. fucked up:

- The models and texture in PC and Console are different, which means we cant just rename the model and make it load in Console, otherwise it wont work or will crash.

- We can try to use other alternatives such as other Pistols (NR4, GHDC .50) but that its all we can do for now.

As for NPC Clothing, is mostly the same situation.. different type of files makes it impossible to edit. (I believe)

That means we can adding Dex model to replace Vogel in cutscene mod then ?if this about modding dlc cutscene.

I think you might be jumping the shark there, he's talking about the normal cutscenes like in the base game, we didn't mention anything specific about DLC cutscenes
Ah isee just ask if thats possible enough to do it in future.

The ".csc" files are the camera scripts. These files can't really be edited anyway (to my knowledge). But the hex code is different between Xbox and PC. The table files - including lightsets - are identical between Xbox and PC. So the issue seems to be more about how the Xbox version reads those files, since it expects them to be a certain way.

So far we've tested changing various individual aspects of a cutscene, to no success. A Xenia port of Cutscene Patch is, unfortunately, looking unlikely. Unless whatever's causing this issue becomes understood, and a work around can be achieved.

NPC .cvtf files do differ from each other between Xbox and PC. But no files referenced in a cutscene table file distinguish between Xbox or PC. This is why files are listed as (for example) ".cscx", instead of ".csc_xbox2" or ".csc_pc". ".cscx" means either can be used, so the same table file can be used for both Xbox and PC versions.

Sadly, no. Unless whatever's causing this issue becomes understood, and a work around can be achieved. Then maybe.
