I believe Gentlemen of Steelport or Sandbox+ might already do this. Can anyone confirm/deny that? I remember we experimented with it. The results were interesting. The game's lighting wasn't really configured for evening.

Well after some time it changes to the next time of day but there is no transition, it just abruptly changes to the next time, because creating a proper day night cicle would be too complicated weith current tools, I guess and so that will have to do for now. Sandbox+ allows you to switch between times of day via key combinations as well as disable that provisional cycle.
