disable flag for cheating

I want it to be where I can cheat in peace where I don't have to pay the punishment of not being able to save or do achivements could somebody disable this
and I want this as a mod I don't want to do a bunch of work
unless I have to delete 1 thing or unless somebody does a step by step thinga me bobert
 
like in the mod pack I don't want any of the mods *cause I tested out already did it for 13 days straight and loved it but then went on to diff mods* by that I mean I want to know which file I put in sr3 to disable the cheats
if you could upload the 1 file that would be excellent ninja
 
Just download the archive linked above. You want the open version. It's simply the cheats.xtbl included in it. There are no other mods.
