There was some confusion about this. Benzine does actually own the game as you can see by his (now) linked Steam profile. In another thread he mentioned he was having issues with the DLC after restoring his SRTT install from backup.
To clear things up, all installs of SRTT are via Steam and everyone already has all the DLC as part of the install whether they own it or not. You don't ever download it from anywhere else other than Steam. What happens when you buy the DLC is that it's part of your Steam profile and it should just automatically work. It's like flipping a switch. If it doesn't then you likely have deeper issues that you'll need to contact Steam support about. You also want to make absolutely certain that you verify integrity as a first step which should repair/redownload any missing data.
