Editing the Decker Outfit textures possible?

Yes but i would have to find the textures custmesh#.
Also try looking in customize default items as you can recolor default items at start of game such as colors of the shoes pants and top and nails( ex. Open it with notepad tt or equivelent then look for the item you want to change the colors). If you can find the name of the item ie.( cf_suit_f_dkr) or what the name of item i could find it faster. Most items as such can be recolored simply by looking in the suit section when at a clothing store like planet saints then recolor the item and buy for free excluding items such as ultor assasin suit which must be retextured manualy.
