I am also getting the "Failed to start game (app already running)" error/crash.
I have tried running steam as an administrator, uninstalling and reinstalling, and verifying the game cache through steam.
There are no mods or DLCs, just pure from the dvd and steam updated during install.
However I did have the SRIV Inauguration Station installed from steam that disappeared after installing SRIV. Is this normal ?
I purchased the SRIV DVD on September 20, 2013
$54USD and still have NOT been able to play because it crashes to desktop directly following company logo screens no matter how I start the game ( via steam, desktop icon or .exe )
Event viewer has no entries.
No unusual files running in background.
Saints Row The Third still runs perfect.
All drivers are up to date.
I posted all the information requested ( the latest
.mdmp and the msinfo32 ) and described everything that happens/I have done.
If there is any more information needed please request.
Would it be helpful if I upload the first
.mdmp file also ?

Looking forward to the next SRIV patch and finally getting to play SRIV.
Went driver hunting today. Nvida released a new one on the 19th, so installed that, reinstalled my existing audio driver as well, and now the game is working.
I am at a loss as to how a new driver I didn't have yet breaks a game that had been working fine beforehand, but, eh, ok, at least it is working now.
Perhaps it may be a specific Nvidia driver version that is required?
Could you please post a new msinfo32 file or driver versions you are using now that works.

I finally got the game to start by reinstalling the Nvidia driver.
The version that works is 327.23-desktop-win8-win7-winvista-64bit-english-whql.
I have been able to play for 5 hours and will let you know if there are any additional error issues.
