Failed to start game (app already running) error

The game has been fine for me for the 34 hours I have played it so far but lately it will not even load up anymore. I tried taking all my mods out and even deleting and reinstalling the game and Steam still gives me this error when I click the play button. Any ideas?

I was searching on google and found this fix for this error on a different game, so I figured I would try it out. I tried deleting all files in the steam folder except for steamapps and steam.exe. Then I ran steam.exe in the folder to rebuild all the files, and the game still wont start. I also tried verifying the game cache multiple times and that didn't work.

I also tried updating to the latest nvidia drivers but that didn't fix it either.

Do you have HsMgr.exe running in your processes in Task Manager? If so, kill that process and try again.

You can also try running the Steam client with elevevated priviliges and seeing if that works. To do that, exit the Steam client, and then right click your Steam cilent icon and select Run as Administrator.

I tried running as administrator earlier and that didn't work, but I just checked and I had HsMgr.exe and HsMgr64.exe both running, so I ended them and the game started fine. Kind odd how this is an issue now, I haven't changed anything with my sound card drivers. At least I think those processes are sound card related.

Thanks IdolNinja!

It's a problem with the xonar audio drivers coupled with the new crash reporting system that was introduced in the last patch.

I've suddenly started having this problem as well.
I verified all my files, updated 7.5 MB, and now it just crashes with no error message.

Event viewer has no entries.
Crash occurs directly following company logo screens.
No unusual files running in background.

Not certain if I've played this past week, but I did get the latest DLCs the other day.

Edit: Poked around in the game directory and found that it has generated a pile of "mdmp" files today.
Judging from the file names, they seem to be crash-related. Attaching the most recent one now.
Looking at the time stamps, it started making them after I verified the files and stopped receiving the error messages after the crash.

Update: Following day, still crashing, but the "Failed to start game (app already running)" error message has returned. The "mdmp" files are still being generated as well after each crash.

Went driver hunting today. Nvida released a new one on the 19th, so installed that, reinstalled my existing audio driver as well, and now the game is working.
I am at a loss as to how a new driver I didn't have yet breaks a game that had been working fine beforehand, but, eh, ok, at least it is working now.

I am also getting the "Failed to start game (app already running)" error/crash, though I get it when I try to load my game either through "Continue" or going through campaign and loading my autosave. The game crashes during the loading screen(during which for some reason one of the Matt Miller audio pieces starts to play) at the point I feel like it would be about to transition into having finished loading the save file and starting gameplay.

I dont have any mods for SRIV but do have the DLC: "Dubstep expansion pack" and "Gat V Pack". I dont have a sound card and have been through both threads Ive found with people having this issue. Ive searched for the HsMgr.exe and any processes that would start after Ive launched the game and have noticed nothing that stands out.

My event viewer(Windows Logs>Applications) has nothing that shows its related to SRIV and the most recent loged event was 9/28 around 2am and the most recent crash was 9/29 at around 1:14am, the most recent was 9/28(started around 9/25 and have accumulated around 21 crash logs trying different fixes Ive seen here and through the steam community forums). Ive attached the most recent crash to this post as well as my msinfo.

I have tried running steam as an administrator, uninstalling and reinstalling, and verifying the game cache through steam.

I believe Ive posted all the information requested and described everything that happens/I have done, If there is any more information needed please request.

There are no mods or DLCs, just pure from the dvd and steam updated during install.
However I did have the SRIV Inauguration Station installed from steam that disappeared after installing SRIV. Is this normal ?
I purchased the SRIV DVD on September 20, 2013 $54USD and still have NOT been able to play because it crashes to desktop directly following company logo screens no matter how I start the game ( via steam, desktop icon or .exe )
Event viewer has no entries.
No unusual files running in background.
Saints Row The Third still runs perfect.
All drivers are up to date.

I posted all the information requested ( the latest .mdmp and the msinfo32 ) and described everything that happens/I have done.
If there is any more information needed please request.
Would it be helpful if I upload the first .mdmp file also ?

Perhaps it may be a specific Nvidia driver version that is required?
Could you please post a new msinfo32 file or driver versions you are using now that works.:D
Thank you.

Edited Update;
I finally got the game to start by reinstalling the Nvidia driver.
The version that works is 327.23-desktop-win8-win7-winvista-64bit-english-whql.
I have been able to play for 5 hours and will let you know if there are any additional error issues.
