The best you might find for anytime clothes changing would probably be "Sandbox +". (Original found here: https://www.saintsrowmods.com/forum/threads/sandbox-for-saints-row-iv.4651/ ) There are a few versions out, mostly adding more features. The linked version has keybind (keyboard shortcuts) for instantly entering clothing store menu, with MOST clothing from all the stores available.
