Fix for homies being unavailable after endgame

Is there a way to fix this? The mod that supposedly worked has been removed and the hex editing described by IdolNinja only adds all the homies to my phone, but all are still busy.

I have also done both endings.

Also, what is the homies.xbtl file i keep hearing about. i can't find it in my files
Found it and tried removing blocked from mission flags. Did nothing
 
have you done both alternate endings?, i had the same problem after i picked my first ending but then i completed the other & i can now call burt & shaundi
 
It sounds to me like it wasn't hex edited correctly. That's going to be the issue here, and replaying missions is not going to help.
