It doesn't work like that. Each table file has its own flags that are predefined and can only be used for certain specific entries within that specific table. They are often detailed out in the <TableDescription> section at the end of the table file. Instead of asking for a list which would be absolutely useless since they aren't cross compatible outside their own table, you need to read that description section of the file you are modifying to see what flags are available and what the syntax/structure of the entry is where you can actually use them.
 
But some flags don't work, be aware of that.
As example: the "zombie_voice_only" flag doesn't work at all.
