Yes, flying boats mod. Why? Because they can't swim.
Ok, boats are back to SR IV! You are be able to fly on Shark, Miami or Commander

How does it work?
Cheats or Unlockables
1: Download Flying Boats.rar file.
2. Unpack all files using for example WinRar.
- boat_speed01_veh
- boat_speed04_veh
- boat_wavecraft01_veh
- cheats
- unlockables
- vehicle_cameras
to the main folder of the game (SteamApps\common\Saints Row IV).
3. Start the game.

Cheats
Add boats by cheats [Cheats List below] (THAT CHEATS WON'T FLAG YOUR GAME):

1. Add one or more cheats to spawn a boats what you like

2. Now in Vehicle you will have DROP_[boat name] (example: DROP_SHARK_POLICE).

3a. Go to the Gate > Helictopters and enter your boat.

3b. You can also use Vehicle Delivery.

Unlockables
1. Open Upgrades and go to Vehicles.
2. After you select one or all go to your garage.
3. Now you have all boats with all variants.

1. All boats flies like vtols
2. Commander has a fully working machine gun and launcher
3. Police Shark has working police lights.
