I found this gem of a comment in m06.lua (The Belgian Problem mission) by Neil Ryan:

The ball is actually a vehicle, so my guess is that it was similar to how a gang member would pull you out of a car if you were stopped too long.
 
Does XTBL count? Tweak_table.xtbl.
