Genki Appearance Increase

I would simply like it set so Genki spawns more often, say, 30% chance at night and stay at 10% chance at day? Thank you.
 
I had no mods enabled my first play-through of the game, and I saw Genki on the street all the time, as well as his man-a-pult cannon car (driven by random ped) not sure if it was a glitch or something. but on my 2nd playthrough I havent seen Genki or the cannon car at all, which is the way it's supposed to be, very strange. I have several mods enabled, I dont know if that is the catalyst for this or not
