Genki M.O.M. - Can't pick up any of the heads.

I've played all three Genki activities, and earned silver on all three. Now I've finished the game, and I'm going around getting golds on activities that still need it.

Now I can't pick up the Genki heads, any of them, making the activities impossible to complete.

When this happened last night, I closed and reloaded the game. The problem still existed. I turned on my computer today and tried again. Today the genki heads are glowing, and I can pick them up. So far I get easy and medium up to gold. Still working on hard.

i'm still having this problem and i can't find any way around it.
are there any tips on how to work around the issue or to solve it all together?
 
i got around it by using a trainer to reduce my power-cooldown to zero and rushed through the whole thing as quickly as possible.
still took me a few tries, and it got pretty frustrating.

i would guess it has something to do with the amount of mobs, peds and cars spawning, screwing up the "special properties" of the glowing mascot-heads.
