Iv looked at the photo and by noise do you mean the glitch effect is then take a look at this

Also read comments on that thread might help you out, didnt realy understand the rest of your post so I cant help you ther sorry ther are no houses to buy in SRIV :S

Actually no one found out how to remove these.
