How accessible are the modding tools?

Hey guys, I'm currently debating whether or not to buy 3d max because i'm not sure how difficult it is to import skins/models into Saints Row IV. I've had a look at the tutorials and while it looks quite easy to do i'd like to hear the experiences of others to get a clue as to how hard and time consuming it is (i'm currently in college so I don't have too much time on my hands)

Yeah, sorry if it was a bit of an ambitious question. I'll have a look at some more tutorials on Youtube and see if it looks like something I could handle. I don't really have time to be messing around with stuff as of now because I've got a lot of college work to do, so that's why I asked.
