Are they 'crunched' like vehicles, or are they built entirely on mesh and skin one by one? Is it possible to create a look in the character creator and unleash that individual on the streets as an NPC?
I'm mostly wanting to know if it's possible to add new looks for gang members. The Cop customization options are missing female officers, and the stripper cop is just too clearly a stripper.
Should I bother trying to mess with this, or would I be better served trying to get someone to create a police-looking skin for an existing female gang member?
