How can i get Jullius Little as my homie

He unlocks normally during the course of the game, after you defeat him as a Hitman target.

its not. you can go play the hitman targets til ya find him and then bust a cap in him. then hes yours.

I believe that it's called Security Deletion in SR4. Should be an icon on your map just like an activity.
 
I have officially given up i completed all hitman missions and after killing Jullius its said unlock and saints logo , i looked in my phone and i don't have him.
