How did Volition create the game mechanics unique to this game?

For example, I am interested to know how you were able to implement mechanics such as logos on character clothing, have four occupants in a roofless two door coupe, have the player interact with the environment when idle and choose between fighting styles in Image as Designed (there are several mechanics that just don't exist in Saints Row 3 and 4, much to my dismay). I feel like other games are missing out from these unique ideas, and I would simply appreciate having some background knowledge on your game.
