How do I edit the vehicle files?

I looked through a ton of stuff in the files, to no avail. I wanted to try modding the cars in this game (individually and generally) but I can't find the files to edit.
 
You can edit handling in _veh files and maybe textures/paintjobs. Replacing or editing meshes isn't possible,
 
common.vpp_pc contains _veh files like car_4dr_luxury01_veh is Zomkah. Open them in notepad to edit handling and check a vehicle name.
g_peg_pc and peg_pc texture files you'll find in textures.vpp_pc and pegs.vpp_pc
