How do I install mods if my SR IV doesn't run through Steam??

Saints Row 4 doesn't run through Steam on my computer. It has steam files in it, but It doesn't run through steam for some reason...

This is probably a dumb question, and there's a simple answer, but I'm a little new at installing mods. =/

Normally the instructions to install a mod go through the Steam folder into the game, ex. \Steam\steamapps\common\Saints Row IV. But since my game doesn't run through Steam, I can't do that....

My game is in Computer\Local Disc (C)\Program Files(x86)\Saints Row IV

So how would I install a mod alternatively like this?
