When I extracting the texture file, it's just blank picture

I'm not sure, I had the same problem with editing thye old steel tee in sr4.

I don't think thats possible. For weapons the location where the weapon is held is located in the cvtf\mesh file, i'd imagine tatoo locations are similar.

I want to add tattoo location because I want to make a dragon tattoo on shoulder like this
